urban-rural divide in service delivery, chronic underfunding, and a policy

🏠 Challenges Faced by Households
For residents in unserviced rural areas, the lack of formal waste collection
forces them into a state of self-reliance, leading to several interrelated
challenges:

 No Access to Basic Services: This is the primary driver of the crisis. The
article highlights that nearly 69% of rural households in the Makhado
Municipality rely on their own refuse dumps, and more than 12,500 have no
rubbish dump at all. This situation is mirrored in other rural areas, such as
Matobole Village in Limpopo, where approximately 89% of households were
still largely unserviced with regards to waste collection.
 Resorting to Unsafe and Unsustainable Methods: In the absence of
municipal collection, households are forced to adopt dangerous disposal
methods.
o Burning and Burying: Residents often dig pits in their yards to bury and
later burn their waste, which releases toxic fumes and pollutants into the air.
o Illegal Dumping: Many villagers resort to throwing refuse, including
nappies and plastics, into nearby rivers and streams, creating severe
environmental pollution.
