is not merely symbolic; SGBs are entrusted with significant
responsibilities that directly affect the learning environment, teacher
accountability, and community engagement. By acting as a forum for
parental and community participation, SGBs reinforce democratic
principles within the school system, allowing local stakeholders to have
a voice in critical decisions affecting learners.

While school principals handle the executive and administrative
functions of day-to-day school management, SGBs exercise a

principle of co-operative governance, in which the interests of learners,
teachers, and parents are balanced to uphold the constitutional right to
education (Section 29 of the Constitution, 1996). This dual system

accountable to the communities they serve. It places responsibility on
SGBs to make strategic decisions that reflect both educational priorities
and the social realities of their learners.
