Question 1.1

The Strategic Plan of the South African Police Service emphasises a set of core
organisational values intended to guide the conduct of police officials and ensure
professional, accountable, and effective service delivery to the public. These
values form the ethical foundation for policing in South Africa and promote trust
between the police and communities. According to the official strategic planning
documents of the South African Police Service, the following values guide
members in the execution of their duties (South African Police Service Strategic
Plan 2014–2019).

One of the core values is respect for human rights. Members of the South African
Police Service are expected to respect and protect the fundamental rights of all
individuals as guaranteed in the Constitution of the Republic of South Africa,
1996. This value ensures that policing is carried out in a manner that protects the
dignity, equality, and freedom of every person, regardless of their background or
circumstances (SAPS Strategic Plan 2014–2019).

Another important value is integrity. Integrity requires members of the police
service to perform their duties honestly, ethically, and without corruption. Police
officials must act in a trustworthy manner and avoid any behaviour that could
undermine public confidence in the police (SAPS Strategic Plan 2014–2019).

The value of accountability is also central to professional policing. Accountability
means that members of the police service are responsible for their actions and
decisions while carrying out their duties. Police officials must be prepared to
justify their conduct and ensure that their actions comply with the law and
organisational policies (SAPS Strategic Plan 2014–2019).

Transparency is another key value guiding the operations of the police service.
Transparency requires the police to operate in an open and accessible manner,
allowing the public to understand how decisions are made and how policing
activities are conducted. This value promotes public trust and encourages
cooperation between the police and communities (SAPS Strategic Plan 2014–
2019).
