Question 1.1

Multiparty democracy refers to a political system in which multiple
political parties are allowed to compete for political power through
regular, free, and fair elections. In theory, this system promotes
political participation, accountability, transparency, and representation
of diverse interests within society. In Southern Africa, many countries
formally adopted multiparty democratic systems after the end of
colonial rule and, in some cases, after the collapse of one-party or
authoritarian regimes during the late twentieth century. However,
despite constitutional commitments to democratic governance,
multiparty democracy in the region continues to face several
challenges. These challenges can be illustrated through the experiences
of Zambia, Zimbabwe, and Botswana, three countries that have
maintained multiparty political systems but have encountered different
political and institutional difficulties.

One of the major challenges affecting multiparty democracy in
Southern Africa is dominant-party politics, where a single political
party maintains power for extended periods and weakens effective
political competition. In Zambia, although the country reintroduced
multiparty democracy in 1991 after decades of one-party rule under
the United National Independence Party (UNIP), political competition
has often been characterised by strong ruling-party dominance and
institutional tensions. The Movement for Multiparty Democracy (MMD)
initially dominated Zambian politics following the transition to
multiparty democracy. Although Zambia has experienced peaceful
transfers of power between political parties, which is often considered
a positive example of democratic practice in Africa, challenges such as
political patronage, party fragmentation, and electoral disputes have
