Needs-Based Rehabilitation in Correctional Services and the Effects of
Negative Workplace Culture on Employee Deviance
Introduction
Correctional services must protect society while helping offenders change their
behaviour and prepare for a lawful life after release. Rehabilitation becomes more
useful when programmes respond to each offender’s personal, family, health and
development needs (Herbig et al., 2019). Female offenders, mothers living with
infants and inmates living with HIV or AIDS face different challenges inside
correctional centres. They therefore require suitable facilities, healthcare, education,
counselling and family support during imprisonment (Department of Correctional
Services, 2024). Workplace culture also affects employee conduct because unfair
treatment and harmful group values may encourage theft, property damage,

Definition of Three Key Concepts
Needs-Based Rehabilitation
Needs-based rehabilitation identifies each offender’s risks, health conditions and
personal problems before providing suitable treatment, education, development and
support services (Herbig et al., 2019; Department of Correctional Services, 2025).
Property Deviance
Property deviance happens when employees deliberately steal, damage or misuse
workplace money, goods, equipment and other organisational resources without
proper permission (Herbig et al., 2019; Bujang et al., 2024).
Production Deviance
Production deviance happens when employees deliberately reduce workplace output
through lateness, absenteeism, slow working, unnecessary breaks and poor task
performance (Herbig et al., 2019; Dang-Van et al., 2022).
