Essay Question: In South Africa’s National Development Plan, 2030, it is stated, The approach of the [National Development] plan revolves around citizens being active in development, a capable and developmental state able to intervene to correct our historical inequities, and strong leadership throughout society working together to solve our problems. The plan addresses the need to enhance the capabilities of our people so that they can live the lives that they desire; and to develop the capabilities of the country so that we can grow faster, draw more people into work and raise living standards for all, but particularly the poor. This is a plan for South Africa, requiring action, change and sacrifice from all sectors of society (National Planning Commission, 2012: 1). This is one of many instances in which the South African government promotes the notion of social cohesion and communal values. Using Menkiti’s argument that personhood is a 'becoming' defined by communal excellence and Gyekye’s argument that the individual possesses 'innate' dignity independent of the community, write an essay in which you provide a critical evaluation of the South African government’s focus on 'Social Cohesion' policies. In your answer you should: • Argue which framework (radical or moderate communitarianism) better addresses the current tension between individual constitutional rights and communal goods and duties in South Africa today. • Include a specific example(s) to support your discussion. • Reflect on how your own upbringing in a specific local context influences your preference for either moderate or radical communitarianism. • Try to avoid reproducing the entire National Development Plan quotation as this will reduce your available word count to make your argument. • Ensure that you have references in the body of your essay as well as at the end of your essay (bibliography). • Please take note of the rubric below.
