QUESTION 1 (10 marks)

Organizational Agility and an Organisation's Capacity to Manage and Respond to
Change

Organizational agility is a relatively recent and increasingly critical concept in management and
organizational theory. According to the article by Ndlovu and Chikwe (2024), which focused on
mobile network providers in Zimbabwe, organizational agility refers to an organization's ability to
rapidly adapt, respond to, and capitalize on both internal and external changes in its operating
environment. It goes beyond mere speed and encompasses strategic responsiveness, flexibility,
resilience, and innovation in the face of constant market volatility.

Organizational agility is fundamentally concerned with how well an organization can sense
changes in its environment whether technological, competitive, regulatory, or societal and then
respond quickly and effectively. In today's globalized and digitally driven landscape, competition
has intensified dramatically. Organizations that previously enjoyed dominance due to high entry
barriers can no longer take their market positions for granted. This makes agility not merely
advantageous but essential for survival.

The concept of organizational agility encompasses several interdependent dimensions. First, it
involves strategic agility, which is the organization's capacity to sense shifts in the external
environment and adjust its strategic direction swiftly. Second, operational agility refers to the
speed and efficiency with which day-to-day activities and business processes can be reconfigured

, to meet new demands. Third, portfolio agility concerns an organization's ability to reallocate
resources including human capital, finances, and technology in response to emerging priorities.

A key driver of organizational agility identified in the Zimbabwe study is leadership. Shared
leadership where decision-making authority is distributed across the organization rather than
concentrated at the top was found to significantly contribute to the development of agile
organizations. When leaders at various levels are empowered to make context-relevant decisions,
organizations can respond to change much more swiftly. This decentralized model contrasts
sharply with traditional command-and-control hierarchies that slow responsiveness.

Equally important is change capability the organization's internalized aptitude and readiness to
manage change effectively and repeatedly. Change capability includes the availability of
processes, competencies, and cultural norms that support continuous improvement and
adaptation. Organizations with high change capability do not treat change as a disruption but as
a normal, ongoing feature of their operations. Statistical analysis in the Zimbabwe study revealed
a strong and significant relationship between leadership quality, change capability, and
organizational agility, with a 95% confidence interval confirming these relationships.

An organization's capacity to manage and respond to change also involves cultivating a culture
of adaptability. This means encouraging psychological safety an environment where employees
feel safe to experiment, take calculated risks, and even fail without fear of punishment. It also
involves investing in continuous learning and development so that employees at all levels have
the skills to navigate change successfully. Leaders must model adaptability themselves,
demonstrating openness to new ideas, comfort with uncertainty, and a willingness to challenge
established norms.

The Zimbabwe case is instructive: mobile network providers operating in a highly competitive and
rapidly evolving telecommunications sector cannot afford rigidity. By developing shared
leadership structures and robust change capabilities, providers like Econet Wireless, Net One
Zimbabwe, and Telecel Zimbabwe positioned themselves to operate as agile organizations,
capable of not only surviving but thriving amid continuous technological and market disruption.

In conclusion, organizational agility is a multidimensional concept encompassing an
organization's ability to sense, adapt, and thrive in changing conditions. Its development depends
on leadership style, change capability, decentralized decision-making, and an adaptability-
oriented organizational culture. Together, these elements enable organizations to transform
change from a threat into a sustained competitive advantage.
