Critically discussing the reasons for adopting a new education system in post-
apartheid South Africa
Education in South Africa has been profoundly shaped by the country’s political history.
During apartheid, education was deliberately structured to maintain racial inequality and
white minority dominance. When apartheid ended in 1994, the democratic government
inherited an education system that was unequal, fragmented, and unjust. As a result,
adopting a new education system became essential to address past injustices, promote
equality, and support democratic values. This essay critically discusses how apartheid
education contributed to inequality, why it required transformation, and how the post-
1994 government attempted to create a more equitable and inclusive education system.
Apartheid education and the production of inequality
Apartheid education was racially segregated and governed by separate legislation for
different racial groups. The Bantu Education Act of 1953 institutionalised inferior
education for Black South Africans, with the explicit aim of preparing them for manual
labour and subservient roles in society (Christie, 2008). In contrast, white learners
received high-quality education that prepared them for professional careers and
positions of power.
Funding disparities were central to educational inequality. White schools received
substantially more resources than schools for Black learners, resulting in better
facilities, qualified teachers, and smaller class sizes (Fiske & Ladd, 2004). Schools in
Black communities were overcrowded, poorly resourced, and often lacked basic
infrastructure. These inequalities limited access to quality education and reinforced
cycles of poverty.
The apartheid curriculum further entrenched inequality by promoting racial superiority
and discouraging critical thinking among Black learners. African history and knowledge
systems were largely excluded, while education was used as a political tool to justify
