521.143. EVIDENCE OF FINANCIAL RESPONSIBILITY REQUIRED. - Answers (a) An application
for an original driver's license must be accompanied by evidence of financial responsibility or a
statement that the applicant does not own a motor vehicle for which evidence of financial
, responsibility is required under Chapter 601. The department may require an application for a
renewal of a driver's license to be accompanied by evidence of financial responsibility or a
statement that the applicant does not own a motor vehicle for which evidence of financial
responsibility is required under Chapter 601.
(b) Evidence of financial responsibility presented under this section must be in at least the
minimum amounts required by Section 601.072 and must cover each motor vehicle owned by
the applicant for which the applicant is required to maintain evidence of financial responsibility.
The evidence may be shown in the manner provided by Section 601.053(a).
(c) A personal automobile insurance policy used as evidence of financial responsibility under
this section must comply with Article 5.06 or 5.145, Insurance Code.
(d) A statement that an applicant does not own a motor vehicle to which the evidence of
financial responsibility requirement applies must be sworn to and signed by the applicant.
521.144 Application by New State Resident - Answers (a) A new resident of this state who
applies for a driver's license must submit with the application:
(1) evidence that each motor vehicle owned by the person is registered under Chapter 502; or
(2) an affidavit that the applicant does not own a motor vehicle required to be registered under
Chapter 502.
(b) The department may not issue a driver's license to a new resident who fails to comply with
Subsection (a).
(c) A registration receipt issued by the county assessor-collector of the county in which the new
resident resides is satisfactory evidence that a motor vehicle is registered under Chapter 502.
