 Colonial Continuity: Development is seen as a continuation of colonialism in
a new form — often called “neo-colonialism.” Through development aid,

 Marginalization of Local Voices: Development is frequently designed and
implemented by external actors, with minimal input from the communities it
targets. Postcolonial theorists emphasize the need to amplify the voices of local
people — especially women — who are often silenced.
