2. Make every reasonable effort to find additional SB concerns
3. Publicize solicitations and awards through FedBizOpps
4. In the event of equal low bids, award first to SB concerns that are also labor surplus
area concerns, and 2nd to SB concerns that are not
5. Allow maximum time practicable for response to solicitations, and furnish necessary
info
6. Divide proposed acquisitions into small lots
7. Ensure delivery schedules are realistic
Partial Set-Aside - ANS-CO shall set aside a portion of acquisition that is not subject to
SAP (except for construction) for exclusive SB participation when total set-aside is not
appropriate and requirement is severable into 2 or more economic production runs or
reasonable lots where 1 or more SB concerns are expected to have technical
competence and productive capacity to satisfy set-aside portion of requirement at fair
market price
