Create a League of Nations Satisfy British public/voters
Base the Treaty on his 14 Points (disarmament, self- Leave Germany strong enough to

Ensure Germany was not entirely destroyed Protect British power (e.g. naval
supremacy)
Did not approve of the war guilt clause
