White Paper 6, officially known as Special Needs Education: Building an Inclusive
Education and Training System (Department of Education, 2001), was introduced to
tackle the legacy of inequality in the South African education system. It seeks to create
an inclusive learning environment where all students, including those with disabilities
and other learning barriers, can access quality education in mainstream schools.
Key Objectives and Strategies of White Paper 6:
The policy outlines a framework to:
Transition traditional schools into full-service institutions capable of
accommodating diverse learning needs.
Set up District-Based Support Teams (DBSTs) to provide educational and
psychosocial support to schools and learners.
