The City of Cape Town Metropolitan – renowned globally for its scenic beauty, rich
cultural heritage, and historic significance – has emerged as one of South Africa’s

applies a balance sheet approach to weigh the positive and negative consequences of

whether the cumulative negative impacts outweigh the benefits and, consequently,
