NIFE Flight Rules and Regs Ch 1 Latest Update Graded A+ the organization responsible for the publication of the FAR and AIM The Federal Aviation Administration (FAA) Describe the relationship between the FAR Part 91, CNAF M-3710.7 and the AIM FAR Part 91 - contains the rules and guidelines for domestic aviation. It is binding to all aviators (military and civilian) in the USA. FAR Part 91 is the entitled "General Operating and Flight Rules" CNAF M-3710.7 - Has rules governing Naval aircraft throughout the world. Is published in NATOPS General Flight and Operating Instructions AIM - The Aeronautical Information Manual is a guide published by the FAA for ATC procedures used in National Airspace System. Contains information regarding health, medical facts, and factors of flight. Easier to read than FAR Par 91 LIST the regulatory priority of the applicable Department of the Navy (DON), Department of Defense (DOD), and Federal Aviation Administration (FAA) publications CNAF M-3710.7 give the priority of regulations in the following order: 1.) Specific NATOPS Flight Manual 2.) CNAF M-3710.7 3.) Flight Information Publications (FLIPs) 4.) Federal Aviation Regulations Part 91 IDENTIFY "shall", "should", "may", and "will" as per CNAF M-3710.7 1.) "Shall" means the procedure is mandatory 2.) "Should" means that the procedure is recommended 3.) "May" and "Need Not" mean that the procedure is optional 4.) "Will" indicates futurity and never indicates any degree of requirement for application of a procedure Identify the responsibilities of ATC ATC - enforce FAR Part 91 and provide flight plans and grant clearances Identify the responsibilities of Flight Service Station (FSS) FSS - provides pilot briefings, en route coms, and SAR services; assist in lost aircraft situations; relay ATC clearances; originate NOTAMS; broadcast aviation weather; receive and process flight plans; provide flight following; and monitor navigational aids. Military equivalent is "base operations". Identify the responsibilities of Control Tower The control tower is responsible for the safe, orderly, and expeditious flow of traffic and operating on and in the vicinity of an airport. Made up of 3 stations, clearance delivery, ground and tower (all have their own frequency) Identify the responsibility of Clearance Delivery station of the Control Tower Relays ATC clearances to departing aircraft and has no control or surveillance capabilities (sometimes this job is done by Ground) Identify the responsibility of Ground station of the Control Tower Responsible for aircraft movement on the ground up to the hold short line. Provides taxi clearance, runway crossing (via tower), but not for aircraft taking a runway for TO or LDG Identify the responsibility of Tower of the Control Tower Maintains efficient flow of airport traffic in its assigned airspace. Sole source of clearance to takeoff or land which can then be echoed by Clearance Delivery to pilot or Ground for runway crossings. Identify the responsibilities of Approach Control (APC) Primary function is to control Instrument Flight Rules (IFR) traffic in the terminal area. Usually two frequencies in each sector, "approach" and "departure" frequencies. Identify the responsibilities of the Air Route Traffic Control Center (ARTCC) "Center" is established primarily to control en route IFR traffic. i.e. IFR traffic between terminal areas. If workload permits, services may be provided
