Outline the roles, purposes, powers and responsibilities of security workers in two contrasting public
services organisations

Maritime security

Maritime security is often a part of many public services including the police and navy. However they
are all so independent, although some are in the form of private maritime security companies. The
role of maritime security is to guard ships, coastal facilities and individuals who are travelling over
water or on a vessel. This can involve many different sorts of operations from drug seizures and
vessel capture to close protection or patrolling coastal facilities.

The purpose of maritime security is to protect, whether that is property, personnel or interests. Of
course this is only on the water or near to it. Maritime security has to be very flexible in order to deal
with the many different situations they must deal with from having an anti-terror role to pirate
prevention. Maritime security must be able to operate globally as they protect British vessels,
although not every ship has maritime security it’s extremely beneficial in terms of prevention as
pirates and other threats on the water are often dissuaded from what they are doing by a couple of
armed personnel.

In terms of powers the maritime security has a flexible amount given that they can justify their
actions they can do whatever they need to protect people, personnel and similar. However this
doesn’t just mean they can board any boat they feel like or land on a beach there are rules governing
when they can or cannot attack etc. But the rules allow for maritime security to act when needed
given they can justify their actions.

The responsibilities of maritime security often get mixed up with those of the navy, police or drug
squads as they often have to deal with the same problems. Maritime security is supposed to protect
all personnel, property or interests on the coast or on the water all being British. In recent years
though the responsibilities of maritime security has increasingly become that of anti piracy, and
protecting British merchant vessels.

Counter terrorism security advisors (CTSA)

The role of CTSAs is to provide protective and counter terrorist advice to local business and the
public sector in the area they are working in. This is to put measures in place with co-operation of
the police to better protect against terrorism or a terror event.

The purpose of CTSAs is to advice local business and similar but also the police and advice them of
what measures they should have in place. The aim of CTSAs is to reduce the vulnerability of the local
area to terror attacks. By putting measures in place and raising awareness the local area will better
prepared for a terror attack.

CTSAs have no special powers, though they can investigate any premises they wish to in order to
access its vulnerability to terror attacks. Outside of this it depends if the CTSA is from the police or
home office as to whether or not they can make arrests etc.

The responsibilities of CTSAs are to access the vulnerability of an area and its business, public etc...
To a terror attack and to then put in place the necessary measures required in order to protect.
