1.1 (a) What, in your view, are the challenges associated with the implementation
of models/policies of education borrowed from foreign countries? (5)
Borrowing education policies from foreign countries can improve education systems, but
it also presents several challenges. Firstly, policies that work well in one country may
not suit another country's culture, language, or social values. Secondly, developing
countries may lack the financial and human resources needed to implement borrowed
policies successfully. Thirdly, teachers may not receive adequate training to apply the
new approaches effectively. Another challenge is resistance to change from teachers,
parents, and policymakers who are accustomed to existing practices. Finally,
governments may copy policies without adapting them to local needs, resulting in poor
educational outcomes.
1.1 (b) As an "expert" in Comparative and International Education, what advice
would you give to a borrowing country to help overcome these challenges? (5)
A borrowing country should first study its own educational needs before adopting
foreign policies. Instead of copying another country's system exactly, it should adapt the
policy to suit local culture, economy, and educational goals. Governments should
involve teachers, school leaders, parents, and other stakeholders during the planning
process to gain support. Adequate funding and teacher training should also be provided
to ensure successful implementation. Finally, the policy should be monitored and
evaluated regularly so that necessary improvements can be made.
