Are all visibilities link - correct answer not necessary, can have good
vertical but bad for horizontal for example
(e.g. Could end up think its safe to land looking down but then when need
to look forward ahead once enter the fog cant see ahead all of a sudden!)

what is needed to see ahead at the runway
