Question
Discuss the advantages and disadvantages of the logical framework approach
(logframe) in development projects.
The logical framework (logframe) is a project planning and management tool that was
developed by an American consultancy firm in the late 1960s and later adopted by
USAID in the early 1970s (DVA2601 Study Guide, Learning Unit 3, p. 35). According to
the Department of Water Affairs and Forestry (DWAF), the logframe is "an objectives-
oriented project planning and project management tool that focuses on logical
connections between the objectives, and the outputs and activities of a project"The
logframe consists of a four-by-four matrix that includes project description, indicators,
sources of verification, and assumptions.
Advantages of the Logical Framework
The logframe offers several advantages in development projects. According to Golini,
Landoni and Kalchschmidt (2017) as cited in the study guide, the logframe helps
achieve better problem analysis and definition of objectives through systematic analysis
of problems, and places the project within a broader context. During the planning phase,
it assists in setting objectives, establishing measurement systems, and identifying and
managing risks (DVA2601 Study Guide, Learning Unit 3, p. 38).

, The Department of Water Affairs and Forestry (2005) identifies several key advantages
of the logframe. It defines realistic and definite objectives, plans and implements project
activities, improves communication between stakeholders, documents projects in a
logical fashion, provides indicators as a basis for monitoring and evaluation, and
records lessons learnt during project implementation (DVA2601 Study Guide, Learning
Unit 3, p. 36).
Also, the logframe offers organisational advantages. It helps define different levels of
management responsibility and gives greater accountability to the project manager for
risks and results. Its simple and clear format allows better stakeholder involvement and
communication (Golini et al., 2017 in DVA2601 Study Guide, Learning Unit 3, p. 38).
The logical nature of the logframe and its rigid way of "packaging" development
objectives, inputs, actions and outcomes makes it attractive to donors who need to
allocate funding to numerous and diverse projects (DVA2601 Study Guide, Learning
Unit 3, p. 36).
Bakewell and Garbutt (2005) acknowledge that the logframe approach can be viewed
as both a formal system and a "way of thinking". They separate the logframe matrix
from the logframe approach, noting that the logical framework approach is concerned
with wider planning procedures of problem analysis, development of objectives and
indicators, and identification of risks and assumptions, which feed into the overall
programme plan (DVA2601 Study Guide, Learning Unit 3, p. 37).
Disadvantages of the Logical Framework
Despite its advantages, the logframe has been significantly criticised. According to
Golini et al. (2017), the main limitations reported in literature include oversimplification,
deterministic and time-invariant logic, lack of flexibility, lack of accountability, unclear
