Except sections 159.5 (Health Quality Investigation Unit) -PT consultants to assist with programs and on an intermittent basis Inspections Any member of the board or any licensed PT appointed by the board may inspect or require reports from a general or specialized hospital or other facility providing PT care, treatment, services and the staff. May inspect patient records with respect to care, treatment, services, or facilities. Suspension and Revocation of Licenses The board shall issue, suspend, and revoke licenses and approvals to practice PT. Meetings At least 1 regular meeting annually in Sacramento, Los Angeles, and San Francisco. Special meeting may be held at any time and place the board may designate. Meeting Notice Must publicly notice their meetings, prepare agendas, accept public testimony and conduct their meetings in public unless specifically authorized to meet in closed session. Commissioner on Examination Board may appoint. Does not need to be a member of the board, but subject to the same rules and regulations and entitled to the same fees as members. Hearings -Shall hear all matters including any contested case or petition for reinstatement, restoration, or modification of probation. -If a contested case is presented to the board the hearing officer will be present during the board's consideration and shall assist in advising the board if requested. - At the conclusion the board will deny and application for, or suspend, or revoke, or impose probation conditions upon, a license or approval. Certification to Penetrate Tissues for the Purposes of Neuromuscular Evaluation a PT may, upon specified authorization from a surgeon perform tissue penetration for the purpose of evaluating neuromuscular performance. Provided the PT is certified by the board to perform tissue penetration and the PT does not develop or make diagnostic or prognostic interpretation of the data obtained. Patient Records - PT shall document his evaluation, goals, treatment plan, and summary of treatment in patient record. - Shall document care actually provided - Shall sign the patient record legibly - Shall maintain records for a period no less than 7 years following discharge.
