, Introduction

The National Transport Master Plan (NATMAP) 2050 is a long-term strategic plan for the development
of South Africa's transport system. The plan is ambitious and challenging, but it is also essential for
the future of South Africa.

Chapter 10 of NATMAP sets out the institutional and legislative framework for the implementation of
the plan. The institutional framework is based on the principle of shared responsibility between the
national, provincial, and local governments. The Department of Transport (DoT) is the lead agency for
the implementation of NATMAP, but it will work closely with other government departments, as well
as with the private sector and civil society.

Chapter 13 of NATMAP provides the implementation methodology for the plan. The implementation
methodology is based on a number of principles, including:

 The need for a holistic approach to transport planning.
 The need for a demand-driven approach to transport planning.
 The need for a sustainable approach to transport planning.
 The need for a strong public sector role in the implementation of NATMAP.
 The need for a comprehensive funding plan for NATMAP.
 The need for a monitoring and evaluation system for NATMAP.

sector and civil society.

The legislative framework for NATMAP is based on a number of existing laws, including the National
Roads Act, the National Rail Act, and the National Land Transport Act. These laws will need to be
amended or supplemented in order to fully implement NATMAP.

 Funding

The implementation methodology and the institutional and legislative framework both emphasize the
