Developing policies
In the process of developing a policy it must go through 7 stages that a bill must proceed through
before it becomes law.
Those seven stages are first reading, second reading, committee stage, report stage, Third reading,
House of Lords and royal assent.
Before the first reading takes place the party within government must come up with ideas they
think is appropriate as a bill and decide on what one they think they want to present to the house
of commons through a green paper in the first reading; during my own experience I was placed in a
group/ party where we had to come up with a party name and then gather ideas on what our bill
was going to be, from that point we chose one idea over many others and we developed it, then
we had to type up our bill and present it into a green paper, This is a document about a proposed
change in the law that is distributed to interested parties to gather their views on the change and
open up a period of consultation and debate.
First reading
The first reading is the first stage of which a bill is passed through the House of Commons which
can take place at any time during a parliamentary election and without debate, during this process
the bill is read out followed up by an order of the bill to be printed.
During my experience as a class and our individual parties we presented our bill to the other
parties in the House of Commons (a classroom) and then handed a copy of our green paper to the
other parties to look over. The benefit of the first reading is to give everyone an idea of what the
bill is about.
Second reading
After the first reading comes the second reading where The Official Opposition spokesperson
responds with their views on the Bill and the debate continues with other Opposition parties and
backbench MPs giving their opinions, At the end of the debate, the Commons decides whether the
Bill should be given its second reading by voting, meaning it can proceed to the next stage.
During my experience in the second reading my party received feedback on our bill which we took
notes on and considered the changes.
Committee stage
Committee stage is where a Bill is considered line-by-line and is normally the next stage after a
Bill's second reading. It is an opportunity for changes to be made to the wording or for new clauses
to be added. In the Commons this task is normally done by a small number of MPs in a Public Bill
Committee.
In my experience once we received feedback from the other members of the house of commons
(classmates) we made some changes and added new things in that would meet the advice towards
our bill, through this we then made it into the white paper to have ready when we did the third
reading; The white paper is much more formal than a Green Paper and contains a set formal
proposals on the new law or policy. White Papers are the drafts of what will become known as bills
in later stages of development. There are other ways in which views on new policy can be heard.
