Reconstruction Phase - Answers Reaffirmation of belief in community; rebuild disaster plans to affirm ability for next disaster. Terrorism - Answers Deliberate creation and exploitation of fear to bring about political change. Acts are committed by non-governmental groups or individuals. Attempt to undermine confidence, sow panic in the government and political leadership of target country.
