Designated licensed salon manager. - ANSWER-a manager designated by a salon owner and registered with the board, who is responsible with the salon owner for salon and practitioner compliance. School manager - ANSWER-a cosmetologist who is a salon manager and who has a school manager license. A school manager must maintain an active salon manager's license. Designated school manager. - ANSWER-school manager who is designated by the school owner and registered with the board, who is responsible with the school owner for school and instructor compliance. Practitioner. - ANSWER-any person licensed in the practice of cosmetology, esthiology, nail technology services, or eyelash technology services. Scope. - ANSWER-For the purposes of this chapter, the terms defined in this part have the meanings given them, unless their context clearly requires otherwise. Active license. - ANSWER-a current license that has not expired and is not retired. Advanced exfoliation. - ANSWER-a cosmetic procedure removing epidermal skin cells through manual, mechanical, or chemical means. Advanced extraction. - ANSWER-an extraction performed using lancets or needles. Advertising. - ANSWER-any written or graphic representation designed to elicit enrollment or the sale of goods or services and includes signs, displays, circulars, business cards, brochures, and recruitment materials in print, on air, or online. Autoclave. - ANSWER-a device registered and listed with the Food and Drug Administration used to sterilize tools, equipment, and supplies by subjecting them to high pressure saturated steam. Basic exfoliation. - ANSWER-the removal of dead skin cells in the stratum corneum layer of the epidermis through manual or chemical means. Basic extraction. - ANSWER-extractions performed using gloved fingers, cotton swabs, or comedone extractors. Board. - ANSWER-the Board of Cosmetologist Examiners. Chemical peel. - ANSWER-a chemical exfoliation achieved by applying nonprescription chemical solutions or products. Clean. - ANSWER-free from all soil, dirt, and debris, and washed with soap and water, or a cleaning agent, and rinsed. Compensation. - ANSWER-a monetary or nonmonetary remuneration for services. Disinfect. - ANSWER-the use of an antimicrobial pesticide that eliminates harmful bacteria, fungi, and viruses on nonporous surfaces. Disinfectant. - ANSWER-an antimicrobial pesticide that is registered with the Environmental Protection Agency for use in a hospital setting and is a bactericide, virucide, and fungicide. Dispensary. - ANSWER-a physical location or area in a salon or school where products, chemicals, and disinfectants are prepared, measured, mixed, portioned, or disposed of, and where tools and implements are cleaned and disinfected or sterilized. Electrical energy treatments. - ANSWER-advanced practice esthetic services for the cosmetic care of the skin that use electrical energy as applied by skin care equipment used on the epidermal layer. lashes. Eyelash extensions do not include color agents, straightening agents,
permanent wave solutions, bleaching agents, applications to the eyebrow, or any other
cosmetology service.

Eyelash technician - ANSWER-is any person who is not a cosmetologist, esthetician, or
advanced practice esthetician who, for compensation, performs the personal services
limited to eyelash extensions as defined in subdivision 4a only.

Esthetician - ANSWER-any person who, for compensation, performs personal services
for the cosmetic care of the skin only.

Individual license. - ANSWER-means a license described in section 155A.25,
subdivision 1a, paragraph (b), clause (1).

Nail technician. - ANSWER-any person who, for compensation, performs personal
services for the cosmetic care of the hands, feet, and nails only.

Manager. - ANSWER-is any person who is a cosmetologist, esthetician, advanced
practice esthetician, nail technician practitioner, or eyelash technician practitioner, and
who has a manager license and provides any services under that license, as defined in
subdivision 3.

Mobile salon. - ANSWER-a salon that is operated in a mobile vehicle or mobile structure
for exclusive use to offer personal services, as defined in subdivision 3.

Salon. - ANSWER-an area, room, or rooms employed to offer personal services, as
defined in subdivision 3. "Salon" does not include the home of a customer but the board
may adopt health and infection control rules governing practice in the homes of
customers.
