When to call captain for weather

inches in an hour (increases or decreases) or 0.1 inches over 3 hours.
Wind shifts greater than 30 degrees(with sustained winds of 10 or more
knots), wind speed changes of 15 knots or more, or true wind is greater
than 30 knots
