Minimum Building Standards - ANSWER-Building codes pertaining to new construction
such as the International Residential Code (IRC) or the International Building Code
(IBC) provide minimum requirements for life, safety, health, public welfare,
and the protection of property.
-These new construction codes also contain provisions relating to rehabilitation of
existing buildings.
**--However, these provisions are not meant to replace a minimum standard code such
as the International Property Maintenance Code (IPMC).--**
IBC regulates: - ANSWER-all other structures (4 stories & above) and commercial
buildings
IRC regulates: - ANSWER-1 & 2 story family dwellings
ICC (International Code Council) publishes: - ANSWER-model codes regulating
structures
IPMC (International Property Maintenance Code) ensures - ANSWER--public health,
safety and welfare by establishing a minimum standard with regard to existing
structures including maintenance provisions for the structure and
premise.
Dangerous Buildings - ANSWER-Certain building conditions are defined as hazards to
be corrected without fail. These include either, or both, of the following:
• Buildings in imminent danger of collapse because of dilapidation, deterioration, decay,
or structural inadequacy
• Buildings having inadequate means of egress (exits)
Historically Significant Texas Senate Bills: In 2001, the Texas legislature passed two
bills - ANSWER-which affect building construction and energy efficiency in the State of
Texas.
Regarding residential construction in municipalities: Senate Bill 365 - ANSWER--By
January 1, 2002, all municipalities (incorporated towns) in the State of Texas must
adopt the IRC for residential construction.
-Municipalities must adopt the National Electrical Code (NEC) for residential buildings.
Both codes apply to new construction and remodeling
