A REPORT ON AN INVESTIGATION INTO THE EFFICIENT INTRODUCTION OF
FEES FOR THE HIGH SCHOOL INTERVENTION CLASSES PROVIDED BY
MINDEXPAND COMMUNITY COLLEGE IN MIDVALLEY TOWNSHIP
1. TERMS OF REFERENCE
At the directorate meeting held on 30 September 2026, Professor PT Kitika, Director
of Operations at MindExpand Community College, asked Ms T Phashane,
Administrative Officer for Community Engagement Services, to investigate how fees
could be introduced for the college’s high school intervention classes. The
investigation had to consider fairness, practicality and benefits for both the learners
and the college. A report with recommendations was required by 30 October 2026.
2. PROCEDURES
The following steps were taken to collect information for the investigation:
2.1 Questionnaires were given to parents in the community to establish whether they
would be prepared to pay for the additional classes.
2.2 High school learners were invited to a meeting at the community hall to discuss
what they gained from the classes and how fees might affect attendance.
2.3 Ms Z Zaluma, a local actuary, was consulted about possible fees, the value of
the lessons and the long-term future of the intervention programme.
2.4 The college’s transport logs were examined to assess the cost of lecturers
travelling to different schools for Saturday lessons.
3. FINDINGS
3.1 The parent questionnaires indicated that affordability would be an important
consideration. Some families could contribute a small amount towards the lessons,
while others would struggle to pay a regular fee. Parents also wanted to know how
the money would be spent and whether support would remain available to learners
from low-income households.
