Responsibilities of Key Parties in the Management of South
African Public Services
Introduction
Public service delivery in South Africa is a cornerstone of
democratic governance. It reflects the state’s responsibility to
uphold constitutional values such as equality, accountability, and
responsiveness. The management of public services involves
multiple parties, each with a distinct but complementary role in
ensuring that resources are efficiently utilised and that citizens’
needs are effectively met. These roles are guided by legislative
frameworks such as the Constitution of the Republic of South
Africa (1996), the Public Finance Management Act (PFMA) of
1999, and the principles of good governance.
Three of the most important role-players in this system are the
Executive Authority, the Accounting Officer, and
Parliament/Legislature. To illustrate their responsibilities, this
essay draws on the example of the Department of Basic Education
(DBE), which is responsible for shaping the country’s schooling
system. By examining these roles in detail, the essay highlights how
political leadership, administrative accountability, and legislative
oversight collectively ensure that public services are delivered in a
transparent, efficient, and effective manner.
