Introduction

seen as a form of applied research aimed at gaining a deeper understanding of socio-
technical issues and fostering better solutions. Policy analysis fundamentally concerns
describing and investigating why and how particular policies are proposed, adopted,
and implemented, focusing on explanation over prescription and scientifically
exploring policy causes and consequences. While closely related to policy monitoring
and evaluation, policy analysis is distinct, focusing on the systematic analysis of both
