Question 1

1.1 Elaborate on the effects of Rohypnol and the reason why it is called a date rape
drug.

Introduction

Flunitrazepam or Rohypnol widely known as a date rape drug is a type of drug that is
used for the central nervous system as a depressant. According to ( Anderson
2019;204), Rohypnol is an intermediate-acting Benzodiazepine with general
properties similar to those of Valium. The following essay will elaborate on the
effects of Rohypnol and the reasons it is called a date rape drug.

Rohypnol is a drug commonly prescribed to treat insomnia and assist with
anesthesia, it is manufactured by the Hoffman-LaRoche a company in Europe and
Latin America. Rohypnol is a type of drug that causes one to sleep and it is one of
the most common and well-known Benzodiazepine drugs that many individuals use.
Many countries such as Mexico, Europe, and others have legalized Rohypnol to be
manufactured and used for medical reasons while the United States has illegalized
it, but still, people continue to smuggle and distribute it in the United States from
other countries.

Almost 120 Million girls under the age of 20 have experienced rape or other forms of
sexual assault, which equals one in ten ( UNICEF,2014; Gilbert et el., 2019). Rape
has been recognized as a component of the continuum of sexual attacks against
women and is currently a global pandemic. Although rape has a long history that
predates human civilization itself ( Cyril, 1974), stories of rapes that were made
possible by drugs only came to light in the early 1990s, and incidents of rapes
assisted by Rohypnol were reported in the United States in 1993.

Before 1997, Rohypnol was produced as a white tablet ( 0,5-2 milligrams per tablet ),
and when mixed in drinks was colorless, flavorless, and odorless. In 1997, the
manufacturer changed the formulation of the drug in response to the concerns made
about the drug’s role in sexual assault. Currently, Rohypnol is produced as an
oblong olive-green tablet with blue speckles that, when dissolved in light-colored
beverages turns them into a liquid blue beverage, however, the blue dye may not be
present in generic versions of the medication.

1.2 The reason why Rohypnol is called a date rape drug.

The reason why Rohypnol is called a date rape drug is that it is abused to render
sexual assault victims to become defenseless on a physical and psychological level.
The drug is also slipped into the alcoholic beverage of a vulnerable victim in order to
make them unconscious and reduce their ability to fight sexual assault or rape.
When it is consumed it produces an exaggerated amount of intoxication and its
effect starts within 30 minutes after ingestion, peak within 2 hours, and persists for
about 8 to 12 hours, this gives the perpetrator enough time to take advantage of the
victim. This type of incidents usually takes place at clubs and parties.

1.3 The effects of Rohypnol.

The effects of Rohypnol on the mind like any other benzodiazepine is that it slows
down the functioning of the Central Nervous System, producing drowsiness, sleep,
decreased anxiety, and no memory collection. On the body, Rohypnol causes
slurred speech, loss of motor coordination, weakness, headache, and respiratory
depression. Another unfortunate effect of Rohypnol is Amnesia due to the
combination of sedation and anterograde amnesia. Overdose of Rohypnol can cause
severe sedation, unconsciousness, slow heart rate, and suppression of respiration

which can lead to oxygen deprivation. If this happens brain damage or sudden death
may result if the person does not receive immediate medical attention.

1.4 Conclusion.

It is now evident that Rohypnol is a dangerous drug, it possesses moderate risks for
abuse, addiction, and overdose. Although it is a medication prescribed to treat
amnesia and anxiety disorder, it may cause aggression and excitability. Those that
use Rohypnol as medication are not allowed to exceed the recommended dose, it is
therefore advised to consult medical practitioners on the usage of Rohypnol for
medical purposes as it is dangerous when it is consumed not under medical
supervision.

Question 2.

2.1 What is the community protection model?

community protection model is a distinct strategy in the management of crime
control, and a type of program with key features including concerns with locale,
neighborhood, community values, the empowerment, and engagement of the
citizens, cooperation, Problem solving, an emphasis or restorative rather than
retributive justice, and reintegration of the offender into the community. The
community protection model tries to protect Victims at all costs by keeping criminals
in the community and limiting their opportunity to commit crimes since it sees risk
management as working with unmotivated offenders.

The supervision and monitoring of criminals are one of the community protection
model’s most important tasks. In terms of Justice and Correctional Services, parole
conditions, and more frequent supervision. Visits to the parolee’s home and place of
employment would be part of monitoring that consists of a team that includes
treatment with the parole officer and a close family member who is willing to
participate as a partner in the recovery as the rehabilitation process is one of the
best risk management strategies.
