Policy analysis is a dynamic activity developed to address the urgent need for improved
policymaking and decision-making within the policy process (Chater & Loewenstein,
2023). At its core, policy analysis can be understood as the activity of creating knowledge
about the policymaking process, involving investigations into the causes, consequences,
and performance of public policies and programmes. It is also seen as a form of applied
research aimed at gaining a deeper understanding of socio-technical issues and
fostering better solutions. Policy analysis fundamentally concerns describing and
investigating why and how particular policies are proposed, adopted, and implemented,
focusing on explanation over prescription and scientifically exploring policy causes and
consequences. While closely related to policy monitoring and evaluation, policy analysis
is distinct, focusing on the systematic analysis of both the policymaking process and its
outputs. This field has an applied orientation, striving to identify the most efficient or
"best" alternative that yields the largest social benefits to address current problems
