Exclusion in Education Persists Despite Inclusive Policies – An Agreement

Introduction

The global shift toward inclusive education has been championed by numerous national
and international frameworks, policies, and declarations, including the Salamanca
Statement (UNESCO, 1994) and the Sustainable Development Goal 4, which promotes
inclusive and equitable quality education for all. South Africa has embraced this vision
through policies such as the Education White Paper 6 (2001), which emphasizes
inclusive education for learners with diverse needs. However, despite the formal
adoption of inclusive policies, exclusion in education remains a persistent reality. This
essay argues in agreement with the statement that exclusion in education still exists,
presenting five key reasons: ineffective policy implementation, inadequate teacher
training, resource limitations, systemic inequalities, and negative societal attitudes.
Each reason is supported by relevant literature, including three recent references.

1. Ineffective Policy Implementation

While inclusive policies are in place, the gap between policy and practice is vast.
Policymakers often fail to provide clear guidelines or sufficient support structures for
educators to implement inclusive practices effectively. Clasquin-Johnson and Johnson
(2025) highlight that although South Africa’s inclusive education policies are progressive
on paper, there is a lack of coherent implementation strategies, resulting in inconsistent
and superficial application across schools. This disconnect results in learners with
disabilities or learning barriers continuing to be marginalised, as the support
mechanisms required to facilitate their inclusion are either weak or absent.

2. Inadequate Teacher Training and Support

Teachers play a central role in facilitating inclusion, yet many educators report feeling
unprepared to address the needs of diverse learners. A study by Nel, Tlale,
Engelbrecht, and Nel (2016) revealed that South African teachers frequently lack the
