Introduction
The concept of inclusive education emphasizes the right of all learners—regardless
of ability, background, language, or socio-economic status—to access quality
education within mainstream schools. Over the past two decades, many countries,
including South Africa, have adopted inclusive education policies aimed at
eliminating barriers to learning. However, as Clasquin-Johnson & Johnson (2025)
assert, exclusion in education continues to persist. I fully agree with this statement.
Despite the existence of policies such as South Africa’s White Paper 6
(Department of Education, 2001), the practical realities within classrooms reveal a
different picture—one where systemic, infrastructural, and pedagogical barriers
still exclude many learners. This essay presents five key reasons to support this
view, each substantiated with recent academic literature.



1. Inadequate Teacher Training and Support

One of the most significant challenges in implementing inclusive education is the
lack of proper teacher training. Many educators are not equipped with the
necessary skills or understanding to support learners with diverse educational
needs. Studies have shown that teachers often feel ill-prepared to differentiate
instruction or manage inclusive classrooms (Donohue & Bornman, 2024). This
lack of capacity leads to unintentional exclusion, especially of learners with
