QUESTION 1: Understanding ECD and Comparing South Africa with a European
Country
Understanding Early Childhood Development (ECD):
Early Childhood Development (ECD) is a holistic approach to supporting the physical,
emotional, social, and cognitive development of children from birth to nine years. This
period lays the foundation for lifelong learning and wellbeing. It includes education,
health, nutrition, protection, and care services, all working together to support a child’s
development.
ECD is not just about preparing children for school but nurturing them in all areas of
development. This is done through play-based learning, supportive environments, and
engagement with families and communities (UNICEF, 2017).
Comparing ECD in South Africa and Finland:
In South Africa, ECD has gained more attention in recent years, with policies like the
National Integrated ECD Policy (2015) aiming to improve access, quality, and
coordination. ECD centres are often community-based and vary in quality. Many face
challenges like underqualified staff, poor infrastructure, and limited funding.
In Finland, ECD is viewed as a fundamental right. Early education is publicly funded,
with trained teachers, structured curricula, and a strong focus on play, equity, and child
wellbeing. Children under seven do not attend formal school but are in early childhood
education that emphasizes social skills and creativity.
