escalate engagement with the Bakwena Municipality through a formal petition to the
Municipal Manager, demanding immediate action to restore water infrastructure. The
petition would outline the community’s grievances and reference the constitutional right
to water, as enshrined in Section 27(1)(b) of the South African Constitution (Republic of
South Africa, 1996). Mr. Khumalo emphasized the need for a community-led task team
to monitor municipal responses and ensure accountability, citing previous unsuccessful
engagements with the Ward Councillor. This proposal was supported, with members
agreeing that the task team should include representatives from diverse community
