tons per load, ensuring that fixed costs like fuel, labor, and vehicle use are
spread over the maximum possible tonnage. Rail transport, although cost-effective
over long distances, faces aging infrastructure challenges, reducing its
reliability. Integrating both modes strategically can minimize per-ton transport
costs while ensuring mills receive fresh cane quickly for processing (Christopher,

b. Inventory Economics and System Complexity
Inventory levels are closely tied to the number of stocking locations and transit
times (Waters, 2019). Sugarcane�s perishability adds urgency: farmers have only
24�48 hours to move cane from the field to the mill. While increasing storage
points, like mill-based buffers, can reduce transit time and ensure steady
operations, each new storage point adds safety stock requirements. In the case
study, mills maintain a two- to three-day cane buffer (about 50,000 metric tons),
balancing the cost of maintaining inventory against the risks of delays. Thus,
inventory cost management involves careful planning of buffer stocks, minimizing
overstocking while ensuring reliable processing flows (Grant et al., 2017).
c. Total Cost Integration and Consolidation Trade-Offs
Total cost integration means balancing transportation and inventory expenses to
find the lowest combined system cost (Mangan & Lalwani, 2016). For sugarcane
farmers, transporting large quantities directly to a central mill may reduce
transport costs (using truckload rates), but it increases inventory risk if delays
occur or mills face bottlenecks. On the other hand, creating smaller regional
storage hubs (or upgrading infrastructure, as seen in the Nkomazi irrigation
projects) raises warehousing and safety stock costs but can improve responsiveness
and reduce spoilage (Richey et al., 2022). South African sugar producers must
therefore analyze whether savings from transport consolidation outweigh the added
costs of holding and managing inventory.

consistently, measured through order fill rates, on-time delivery, and stock
availability (Christopher, 2022). Service availability is critical to South African
sugarcane farmers since cane needs to be delivered to the mills in the 24�48 hr
post harvest to achieve sucrose quality. According to OECD (2023), the mills�
strategy is that of a two to three day supply buffer (50,000 tons) in order to
ensure continuous operations even for the cases of transport delays. The buffer
enhances reliability of service and reduces incidence of production stoppage,
