of assent and the date of commencement is significant:

1. Date of Assent (10 April 1996):
o This is the date when the President formally approves and signs the Act.
o However, the Act does not automatically become law on this date unless
expressly stated.
2. Date of Commencement (19 June 1996):
o This is when the Act officially comes into force and becomes legally binding.
o According to Section 13(1) of the Interpretation Act, an Act only comes into
operation on the date specified in the Act itself or by proclamation in the
Government Gazette.
o If no date is specified, then the Act comes into effect upon publication in the
Gazette.
