Inclusive education is not merely an educational model but a comprehensive, transformative approach
that seeks to create a learning environment where every student, regardless of their background,
abilities, or challenges, is fully integrated into the educational system. The philosophy of inclusive
education is rooted in the belief that all children, irrespective of any disability or difference, have the
right to a quality education. This definition underscores the importance of ensuring that educational
systems actively eliminate barriers that prevent full participation and provide equitable learning
opportunities for all students.
In the South African context, inclusive education is particularly important due to the country’s complex
socio-economic history, characterized by racial, economic, and educational disparities. While significant
progress has been made towards the inclusivity of education, many challenges remain in ensuring that
learners with diverse needs are adequately supported within the mainstream schooling system. Inclusive
education, therefore, must be viewed not just as a physical presence of children in classrooms but as an
environment that actively caters to their diverse needs, allowing them to thrive and achieve their full
potential.
The Basic Education Ministry, in developing its new mission and vision for strengthening inclusive
education, must formulate a definition that is reflective of both the country’s commitment to
overcoming historical inequities and the emerging needs of all learners, including those with disabilities.
Inclusive education should be framed as a key enabler of social justice, ensuring that all children,
regardless of their circumstances, are not only welcomed into classrooms but are actively engaged in
learning. This process involves reshaping the educational environment to accommodate diverse learners,
which means designing curricula, teaching practices, and assessments that reflect the varied needs and
