QUESTION 1: Defining Inclusive Education

Inclusive education refers to the practice of ensuring that all learners, regardless of their physical,
intellectual, social, or emotional abilities, are accommodated within regular education systems. It
emphasizes the importance of equity, diversity, and belonging, ensuring that every child has equal
access to quality education. For the Basic Education Ministry to develop its new mission and vision
for strengthening inclusive education, the definition should reflect not only the global standards set
by UNESCO but also the unique challenges and opportunities within South Africa's educational
context.


In line with the Salamanca Statement of 1994, inclusive education seeks to address the social
exclusion that many learners face due to their disabilities, gender, socio-economic background, or
other factors that typically marginalize them from accessing and benefiting from the mainstream
education system. The essence of inclusive education is that it provides opportunities for learners
with diverse needs to learn alongside their peers in an environment that caters to their individual
strengths and challenges. This definition must embrace the idea that inclusivity is not simply about
physical access to education but involves creating a supportive, responsive, and adaptive learning
