QUESTION 1 1.1 Explain the two reasons for introducing a community
policing style. (2) 1.2 Name six role players involved in the formulation of
policies. (6) 1.3 What can be done to foster police-community cooperation in
combatting crime? (10) [18] QUESTION 2 The Batho Pele White Paper on
transforming public service delivery was released in 1997 to improve service
delivery. It contains eight principles that the public sector must implement.
Using practical examples, explain how you would implement each Batho Pele
principle in a work environment. [32] TOTAL: [50]

QUESTION 1:

1.1 Why was community policing introduced? (2 Marks)

1. Strengthening Relationships Between Police and the Public
Community policing was introduced to foster closer ties between law enforcement and
local communities. When officers are present and involved in everyday community life,
trust can grow, leading to better collaboration. For example, when police participate in
local gatherings, it makes them more approachable to residents.
2. Encouraging Cooperation to Prevent Crime
Another reason for community policing is to involve the public in crime prevention. By
working together, police and community members can solve issues before they escalate
into criminal activities. For instance, when neighbors report unusual behavior early, it
allows the police to take action and prevent crimes from happening.

1.2 Who plays a role in creating policies? (6 Marks)
