QUESTION 1

Briefly describe types of occupational knowledge and skills required by a safety
practitioner in order to prevent or eliminate risks and hazards in the workplace. [10]

According to van Loggerenberg (2016:3) stated that a safety practitioner must have the necessary
occupational knowledge and skills related to work that requires specific skills owing to the risks
involved in carrying it out.

The safety practitioner should also have occupational health and safety technical skills in the
practical working of work systems and knowledge of employee workloads and ergonomic factors
that contribute to hazards and risks within a work environment.

Further Burke et al (cited by van Loggerenberg, 2016:3) outlined that the following knowledge
and skills required for the safety practitioner to prevent or eliminate risks and hazards:

❖ knowledge of the safety climate and culture within the organization
❖ the safety management operations of the organization
❖ the importance of safety training and awareness
❖ the ability to conduct investigations and communicate recommendations to management
and employees.


QUESTION 2

Define and explain the importance of systems safety. [10]
According to Roland and Moriarty (cited by Nienaber, 2016:20) defined systems safety as the
application of specialized technical and managerial skills to the systematic, proactive
identification and control (i.e., the analysis to evaluate risk) of hazards throughout the life cycle
of a project, programme or activity.

According to Nienaber (2016:21) stated that the importance for systems safety is to identify and
either eliminate or control all hazards. Factors considered include costs, probable effectiveness,
probability of damage, notoriety (disrepute) factor, frequency of exposure and balance of system
benefits against possible losses. System safety engineering attempts to proactively design out
most of the possible accident causes while the project is still on the drawing board.

QUESTION 3

Explain the steps in the risk assessment process. [10]

According to United Kingdom’s Health and Safety Executive (cited by van Loggerenberg,
2016:35-36) stated that the following are the basic steps in the risk assessment process:

❖ Step 1: Identify hazards.
In identifying a hazard, the level of the risk can be determined by taking the following
factors into consideration: documentation of the product/manufacturer, work experience
of employee and require legislation or regulation.

❖ Step 2: Exposure to hazard.
The following factors can be used as guidelines: the layout and condition of workplace,
the skills, experience, and capabilities of the employees performing the activity. Systems
used in performing the activity and variety of likely conditions.

❖ Step 3: Evaluate the identified hazard, take precautions and preventions.
The identified hazards must be evaluated and categorized according to the level of harm
and likelihood of causing health and safety risks. This can be done by using a basic
matrix to estimate the risk level in terms of extremely high-risk levels, high risk level,
medium risk level and ow risk level.

❖ Step 4: Record the risk assessment finding.
The findings of the risk assessment should be reordered and kept with other
documentation of an assessment.

❖ Step 5: Review and update the risk assessment.
Risk assessment should be reviewed and updated on a regular basis to make sure that
control measures are effective.
