1 Introduction
The National Transport Master Plan (NATMAP) 2050 provides a comprehensive
framework for South Africa's transportation infrastructure. The plan aims to enhance
the integration and efficiency of the country's transport systems, incorporating
multimodal approaches to address both current and future needs. Chapter 10 details
the institutional and legislative framework essential for implementing these policies,

2 Institutional and Legislative Framework (Chapter 10)
Chapter 10 of NATMAP 2050 emphasizes a multimodal approach to transport policy,
promoting coordination across different transport modes and stakeholders to prevent
policy fragmentation. In the chapter, the author describes various governmental
institutions involved in the formulation and implementation of transport policies, such
as the National Transport Forum, which is supposed to contribute to the proper
synchronization of transport strategies all over the country. The forum also serves as
the lead decision-maker for public policies related to transport, guaranteeing that most
