According to my understanding the punctuation mark at the end of "DON'T YOU HATE" is
an ellipsis (...). The purpose of the ellipsis in this context is to create a pause and build
suspense, leading the reader to anticipate the completion of the thought. It sets up the
punchline, which is revealed in the text below the cartoon, thus enhancing the comedic
effect.
