, 1 INTRODUCTION

1.1 Overview of the Proposed Development

1.1.1 This scoping report is produced on behalf of the Southampton City Council ’s (SCC) redevelopment plans of
Kemps Quay Marina (KQM) and Itchen Ferry boatyard in Southampton, England.

1.2 Purpose of Scoping Report

1.2.1 The report aims to scope and assess the environmental impacts associated with the redevelopment
proposal of the Marina, within the Environmental Impact Assessment (EIA) process.

1.2.2 EIA is directed by the EU 85/337/EEC directive, amended by 2017 regulations, to assess the significant
environmental effects a public or private project will have on an area.

1.2.3 This scoping report will determine the possible impacts and alternatives of the Kemps Quay Marina and
Itchen Ferry Boatyard redevelopment proposal to be further used in the EIA process.



1.3 Development Site

1.3.1 KQM redevelopment is located on the southern coast of England, in Southampton, Hampshire.

1.3.2 The Marina has main access from Quayside Road with bus stops and routes located opposite the marina,
and a main A road (A3024) runs adjacent through to the City.

1.4 Project Proposal

1.4.1 A new marina development, to expand KQM and the Itchen Ferry Boatyard in Southampton is proposed. It
aims to regenerate the current site for residential and maritime purposes, including improving docking
and vessel accessibility.

1.5 Specification of Development

1.5.1 Site On the shore of the River Itchen, Southampton
with access from Quayside Road grid ref

Residential 40 luxury waterside apartments, in blocks three storeys high
Moorings & pontoon Up to 350 vessels depending on size (up to 45ft and 2m draft). Some dredging
berthing will be necessary to a depth of 2.5m for access to pontoons by larger vessels.
Maritime Services Electricity, water, and refuelling; dry stack storage, winter layup onshore, wash
down & general servicing facilities including refits and antifouling, lifts for
vessels.
General facilities Toilets, shop, and social club; reception and office.
Operation time Long Term. This is intended as a long-term project including residences:
decommissioning is not envisaged, although technological improvements may
necessitate minor upgrades to facilities in the future.
Mitigation Businesses which have active leases will be compensated.
Under a planning agreement, a City Council nature conservation warden will be
funded by the developers to oversee management of the Chessel Bay reserve.
Positive management (habitat restoration, access improvements, litter picking,
community support) will be included in the site environmental management plan.
