CASE STUDY: GOLDEN MOON SHOPPING MALL



1. Introduction

Golden Moon Shopping Mall (GMSM) is experiencing security problems and runs the risk of
going bankrupt if workable security solutions are not found. GMSM is about 40 000 square
metres in size. It has four main entrances and accommodates approximately 100
shops/tenants, excluding the three main shops and four major banks. GMSM is a three-star-
rated shopping mall and is the only such mall in a radius of 15 kilometres.

2. Background

GMSM is situated in the south of Johannesburg and is within walking distance from an informal
settlement called Ekasi, which has been there since the apartheid years. The area is very
problematic since residents of Ekasi regularly stage protest actions against poor service
delivery. There have been several attempts to move the people out of the area to boost the
development of businesses. There is no access to the main roads leading to the mall during
protest actions.

Societal problems and sociological factors are affecting the business growth of GMSM. Most
of the people who live in the settlement are unemployed and survive by selling recyclable and
scrap materials. Poor people scavenge the rubbish bins of the shopping mall and nearby
business outlets. Every intersection next to the shopping mall is occupied by street beggars,
most of whom are women and children from the settlement. Education is limited since the
nearest public school is 12 kilometres from the settlement.

About 10% of the shopping mall’s employees and about 15% of its customers and/or visitors
come from Ekasi. GMSM has embarked on social and community engagement initiatives to
support the people of Ekasi as part of its policy and philosophy of giving back to the people.

3. Security challenges confronting GMSM

It has been two years since GMSM opened for business and it is becoming evident that the
mall is facing enormous security-related problems. Shop owners/tenants are vacating the mall
to seek business elsewhere because they feel that the level of crime at the mall has gotten out
of hand. The financial impact has risen to 40% of loss due to crime. The security risk factor
calculated shows that it is 60% probable that crime can happen at any given time.
