South Africa's multi-sphere system of government, as enshrined in the Constitution, is designed
to promote democracy, cooperation, and accountability at different levels. It consists of three
spheres: national, provincial, and local governments, each with its own responsibilities and
powers.
At the national level, the government is responsible for matters of national interest, such as
defense, foreign affairs, and certain legislative issues. The provincial governments, on the other
hand, have authority over matters that fall within their geographic boundaries, like education and
healthcare. Lastly, local governments focus on community-specific matters, including basic
service delivery and infrastructure.
