Introduction

Policy making is a complex ongoing process that stretches over long periods and
involves many interests and participants, and which may vary along the course of time
(Birkland, 2019). Anderson (2015) notes that policy making is an important way in
which governments respond to the needs of citizens. According to Gardiner (1975)
public policy is the system of laws, regulatory measures, courses of action, and
funding priorities that are created by a governmental entity. Governments use public
policy to solve societal and economic problems (Fischer, 2019). Policies are influenced
by context and are therefore embedded in national, economic, political, cultural, and
social structures. According to Gerston (2014) the policy-making process is a
coordinated action that leads to health, income and social policies that foster greater
equity. This coordinated action involves a wide variety of partners working together
define a problem, using evidence to identify potential solutions, assessing readiness
for the potential policy options, and adopting, implementing and evaluating the policy
(Knill & Tosun, 2020). The final stage of policy making which is the focus of this portfolio
involves the evaluation of policy in which outcome of a policy is examined in more
detail and its impact is analysed (Gerston, 2021). According to Gardiner (1975) policy
evaluation is a systematic process that takes place at the end of the policy making
process (and that involves the evaluation of the execution and impact of policy). This
is an important phase in policy making because the evaluation is used to determine
the extent to which the particular policy has been efficient, effective, fair and
appropriate after being implemented in practice (Fischer, 2019). Nonetheless,
Anderson (2015) argues that policy evaluation is not something that takes place only
at the end of the policy making process (in other words, after policy has been
implemented). Policy evaluation, as a functional activity, begins in a subtle way even
while identifying the problem and deciding on the agenda, ensuring that the “best”
possible choice is made between alternative policy objectives.

manage an evaluation plan and communicate the results. Policy evaluations apply
