 Describe an event in which the research findings (disease surveillance findings) from
E.Pisani were not used. What ‘research to policy’ model did the author assume?

According to Pisani, she intended to contribute to mapping the risk landscapes, measuring the
level of risk, and then working to lower it. The first two were going reasonably well, but the third
was still going horribly. Records were not kept properly and there were few people working on
them who understood what needed to be done. Furthermore, no one was assigned the duty of
analysing the data, and the majority of the surveillance results were not thoroughly investigated. A
tool was created to detect when infections where rising. With this tool provincial health officers
noticed infection rates skyrocketing but did nothing to strengthen prevention programs.

Pisani describes a model in which research did not provide an effective HIV prevention program.
The reason is that those who gather public health data are not those who can act on it. Also,
ideology, politics, money and history where involved in the failure. As a result, the data collected
was not used to adjust policy.

 Describe the response of local people when research was not followed up by action for
health (hint: has to do with t-shirts)

In the chapter ‘getting shirty’ Pisani describes that she and the team worked hard to collect data in
Indonesia. Nonetheless, they were aware that this data was not being converted into services for
Indonesians at high risk of HIV infection.

Pisani and her colleagues discovered that the boss was not pleased with their visit to Rawa
Malang's red-light area. This was due to the University of Indonesia who had already conducted
three surveys to create an HIV-program. Following these surveys, the females in the red light
district did not get any preventative measures such as condoms or frequent screening and
treatment for sexually transmitted illnesses at a health center. As a thank you to survey
participants, they only received t-shirts with anti-AIDS slogans and baking classes. The boss
protested to Pisani and the team requiring people to give away their time, secrets, and bodily fluids
in exchange for a T-shirt and a baking lesson. The boss objected to Pisani and the team requiring
