voor een regering of regeringsprogramma.

Beloftes tijdens de verkiezingen worden vaak niet nagekomen.

Wanneer er veel verschillen, conflicten en tegenstand is in een samenleving, dan
is democratie het middel om daar op een beschaafde manier mee om te gaan.

ontwerpen die ernaar streeft dat alle burgers gelijk kunnen participeren in de
politieke besluitvorming door middel van een humaan en pluralistisch conflict-

Democratie is een omstreden begrip
Het kernelement van democratie is zijn strijd. Zonder strijd, ongelijkheden of
debat zou er een totalitaire staat zijn.
Democratie zal nooit volledig gerealiseerd worden, het is altijd een belofte en iets
wat moet komen. Het concept hangt dus af van de evaluatieve criteria!
Actuele en ideale democratie
Het begrip ‘democratie’ kan zowel een situatie als een ideaal aanduiden. Let
altijd goed op welke wordt gebruikt!
