because they no longer have the appropriate
papers to live in Caesar's empire.
Based on the plight of blacks in South Africa
during the Apartheid who were subject to the
pass law which included pass inspections
(routine checks to make sure their pass
documents were in order.)
, The significance
of setting
Set in Caesar's empire on the surface.
After annotating, we found that the poem is
actually set in South Africa during the
Apartheid era because Mtshali was affected
by apartheid.
